Shackles of Time (Dimensionalist) skill

Fuse the hour and minute hands and drive them into the ground, creating a powerful temporal shockwave. The shockwave slowly expands outward, inflictingAtk. Power Damage to foes in range and launching them airborne, and then explodes to inflict Atk. Power Damage and knock them away. When the explosion attack lands, the Phase Dial accelerates by 10s.
